Alex used the word "illegible," but what he probably should have said (and may have meant to say) is "incomplete." They have been consistent over the years in ruling that an incomplete Final Jeopardy! response is considered an incorrect answer, even if everyone can tell what the contestant was going for. Brad mentioned that they give leeway for spelling -- the general rule there is that if what you write can be pronounced the same way as the correct spelling would be, it's counted correct. I'm pretty sure both of these are part of the pre-show briefing that's given to the contestants.
