Is there some technical reason why NBC is doing it this way, or is it possible they really do want to discourage time-shifting as a way of protecting their primetime coverage?

While I do not have an answer for you, I sympathize. Here (Ontario Canada) I will receive the NBC (Detroit) feed, plus CTV, TSN, and Rogers SportsNet. My daughter is traveling the whole first week of The Games so I set some DVRs to record her sport - swimming. All channels are largely using 6+ hour blocks according to the tivo/zap2it data my TiVo's get -- same for a Motorola cable-box DVR.

End result - I am glad I upgraded most TiVo's to hundreds of hours of hard drive space. Bedroom records NBC, living room records CTV, and swimming isn't on SportsNet or the other channels that are part of http://en.wikipedia.org/wiki/Canada's_Olympic_Broadcast_Media_Consortium <http://en.wikipedia.org/wiki/Canada%27s_Olympic_Broadcast_Media_Consortium>
