For an organization running on a $70billion+ annual budget, $1.2million is the change they find in their couch cushions. The story was meant to demonstrate how out of touch they are with product demand, rather than an oh-my-god-look-at-how-much-money-they-wasted piece.

pieces of postage adorned with the Fox characters (before the decision to produce "Forever" stamps without a specified value), but only 318 million of them were sold, the service's inspector general reported in a WaPo article. Of course, they aren't the only design USPS ends up with mostly garbage from... still, the deliverer's financial straits aren't solely tied to the faulty guessing...
