Every year before Christmastime, Jeremy does a special car program for direct-to-video release without James or Richard. Meanwhile, Richard has produced one Top Gear special (on how to do a Top Gear show at home on your own) and a handful of Top Gear specials with James but without Jeremy.
By the way, I cannot recommend the Top Gear iPad games enough. They are actually quite challenging and fun.
