Maybe not Zucker's first problem, but the British government inquiry into phone hacking by the tabloid press criticized the CNN host's testimony to them as "utterly unpersuasive" in Morgan's claims that the Daily Mirror didn't engage in the practice when he was editor, especially since he didn't seem to take the idea of the practice being criminal behavior very seriously:
