Best as I can tell, CBS broke perhaps once early during the outage, mainly to 
get their own facilities reset or otherwise able to broadcast.  When the lights 
went, their audio feed went as well.

Not sure that answers your question.  Based on the lack of notable commercials 
in my area (DC) for halftime, I don't think early 3rd quarter is prime ad space.
