I don't remember it that way at all. Yes, the shows were formatted so that the first part of the hour was the police perspective and then the 2nd part was the courtroom side of the story, but I've seen many episodes where the timing of the two halves (for lack of a better word) couldn't be shown in half-hour episodes, as one or the other got more than the 20-22 minutes that would make up a syndicated half-hour show. And even if they could, there's no way they could be shown as stand-alone half-hour episodes. One half of the story wouldn't make any sense without the other. This is the first time I've ever heard anybody theorize that the one-hour originals were intended for half-hour episodes in syndication.

You probably remember that Law and Order was originally formatted so
that each episode could be shown as two half-hours in syndication -
one with the cops, and one with the attorneys.
