I think the reason C5 promoted the sister show to the main channel is simply because they have little enough programming anyway, so it wouldn't make sense "relegating" the show to one of their digital sister channels. I understand that this year, for the first time since the show moved to C5, they'll offer live streaming on their 5* channel during late evenings. Frankly I couldn't care less either way as to me it epitomises everything that is wrong with television.
For the record C5 has two free to air digital sister channels with pretty high coverage: the aforementioned 5*, and 5USA which is home to endless CSI and NCIS reruns. But they also show Justified, so I'll forgive them a bit.
