After I wrote an email to a local government official, in which I mentioned that lawmakers and regulators don't look kindly on such anti-competitive practices, I heard back from a Comcast official almost immediately. She said that the X1 is currently only available to those who bundle but that, sometime in the future, it would be available to those who don't.
