A quick glance suggests this promo was one of those short "Tonight on Conan" 
adverts that are aired the day of the particular show mentioned (or the day 
before).  The show in question was April 26, 2012, promoting Jack Black's 
appearance.


It was probably :15 or less, and Team Coco may not have produced it.  The 
complaint says Turner produced it, but that may or may not mean that the folks 
at Conan were involved.

Apparently Team Coco ran a promo that looked a little too close to an Emergency 
Alert System activation, and the FCC is none too happy.
