Filming, no matter how loud or pyrotechnic it may get, *isn't* an emergency. Only when a screwup, one of which was mentioned in the piece, happens do the regular authorities step in.
The city can only do so much to notify people of what's going on. It doesn't help that there can be significant turnover in terms of who's living / working nearby.
