There are online identity verification mechanisms that don't require belonging to FB. But it's in FB's interest to make its users access as much of the rest of the internet via FB as possible, so they are encouraged to cut deals like the one with HuffPo.
As far as I can tell, the YouTube policies are motivated, at least in part, by Google trying to force a linked account for all of its services.
