I can sign-on to that, for the reasons you give, if the award is based on
gains in appreciation for talent in the calendar year. I would nominate for
consideration Lizzy Caplan, who just killed it in *Masters of Sex* (aside
from being hilariously funny, and generous with her nakedness, I had no
idea she is such a heart-breakingly great actress; all of that and she
retains her sky-high like-ability) and Demián Bichir who dominated  *The
Bridge*.

It would be hard not to recognize Vince Gilligan as the man who owned TV in
2013, but he was well on his way to doing that in 2012 as well, so he may
not have as many net 2013 points.
