I think anyone who paid attention to behind the camera talent would come to the 
same conclusion.

"My Favorite Year" would tip the scales further in this direction, I believe.

"Whose Line" reruns don't appear to be on the schedule at ABC Family, so you'll 
need to go to the series of tubes to find his appearance on that program.  I 
distinctly remember him playing "Foreign Film Dub" and sitting in on the close. 
 But there might be more out there.

Milton Berle was a bigger star in the 1950s, but would anyone argue that Sid 
Caeser had a greater impact?

Look at who he had working on the show: Mel Brooks, Carl Reiner, Neil Simon. 
Even Woody Allen contributed jokes.
