Yes, it's TiVo Premiere. RCN cable systems offer them.

One of the networks showing NASCAR programming (my guess is what was then 
still called Speed at the time, n/k/a Fox Sports 1) a few years ago showed 
a qualifying session for a race (somewhere in season) with Mike Joy and the 
Fox gang on the call... Joy at multiple points said the delay was on during 
the commercials so "you won't miss a car" or something of that ilk... and 
we didn't. I'm not sure they ever did it since.
