Typically, the back up board is the one they'd use for remote productions,
live debates or multi camera press conferences, special events, sporting
events, etc. It would typically be stored either in a truck, van, or
 closet in a case with all the other remote gear, and studio producers
would be hesitant in dragging it out because it would mean pulling the
cables out of the primary board which is intended to stay exactly where it
is barring a total failure (like the one they experienced). So we assume a
few minutes to decide if it is worth dragging it out, a few minutes to
locate it and dig it out, a few minutes to pull the cables from the
primary, a minute to pray to God that the installation engineer labelled
the cables, a few minutes to connect the back up board, a minute to test
the levels, and then you're good to go.

I'm going to guess the primary board wasn't a Mackie, which has three or
four internal back ups and bypasses (even the headphone jack on a Mackie
can be used as a primary output), but I'd bet the next primary they
purchase will be a Mackie.
