It was an FCC practice tied to the Fairness Doctrine in which supporters of 
candidates for political office enjoyed equal time provisions compareable 
to the candidates themselves.

The FD was removed from the commission's scope long ago by Federal court 
decision, but some watchdog group contended the ZD still had some 
significance, at least to those who felt that supporters of Democrat 
Wisconsin governor candidate Tom Barrett should have opportunity to respond 
to backers of GOP opponent Scott Walker back in 2012 over WTMJ radio.

Its namesake was a counsel to the Senate Commerce Committee back in 1970.
