Barring a Hail Mary, the FCC will be ditching the all-sports blackout rule today. For now, some blackouts will remain, although the proposed FANS Act would revoke the NFL's antitrust exemption if the blackout is a result of negotiating disputes between broadcasters and pay-TV operators.
