First, I couldn't possibly condone anyone who doesn't pay the Licence Fee watching iPlayer.
(And yes, I know some Americans would happily pay it if they could, but international programme rights mean that's no more possible than me subscribing to HBO Go) However, at the moment, or more precisely in 2017, the BBC is just requiring you to create a username and password. They also want a UK postal code. (Side note: some US websites have required a Zip Code to work in the past. I've use 90210 more than once.) It's true that somewhere down the line they'll almost certainly introduce some kind of system to prove you've paid the Licence Fee, buy we're not there yet. The bigger issue is perhaps VPN blocking. It certainly seems that Netflix is more proactive on that account, with many VPNs no longer working. US Netflix has a much deeper - and different - catalogue than UK Netflix, yet the subscription works.
