Yes -- there are a growing number of "linear" streaming services, like Pluto TV, which show everyone the same content as a pushed stream, instead of having viewers pull specific programs. It looks like NBCU is continuing some of that channel's content but isn't not going to dedicate staff to have to sell the fixed amount of advertising needed to program a live stream of it's programs.
