It seems reasonable to assume that they started with one set of envelopes,
then went to two when it solved serious problems, whatever they may have
been, with the single set.

Whatever it's supposed to be, it will be drilled into everybody next year,
and presenters will be instructed to ask for help if something seems wrong.
They seem to have been at the point where they took for granted that
nothing would go wrong, and they won't be back at that point for a while.
