Yes -- if they feel it necessary to do a mandatory special report, they're not going to hold it for a time when no affiliate is doing local news. And yes -- they're usually able to give the affiliates a couple minutes' warning to allow them to elegantly transition from the local broadcast into the network special report (I can't find any examples of this on YouTube, but perhaps I'm not searching for the right keywords). -- -- TV or Not TV ....
