My recollection about TGA is the same - a Top Gear placeholder tag. While I can't find definitive proof, there seems to be a general understanding that blurring out of plates/tags is done out of concerns over privacy. But according to this piece on Jalopnik - http://jalopnik.com/why-do-we-always-blur-license-plates-on-the-internet-1691298199 - it's been (legally) harder to get access to license plate related personal info for a while.
