My recollection about TGA is the same - a Top Gear placeholder tag.

While I can't find definitive proof, there seems to be a general understanding 
that blurring out of plates/tags is done out of concerns over privacy.  But 
according to this piece on Jalopnik -

 - it's been (legally) harder to get access to license plate related personal 
info for a while.

As for why the plates are blurred out...no clue.  Is there a big market for 
fake/doctored license plates? Maybe the producers/manufacturers don't want to 
risk their plate numbers being copied?
