Bob’s right, then. There are very few situations where a Korean person would be addressed by anything other than various forms of “Mister/Mrs/Miss” followed by the family name. You normally have to be a higher-level manager at work, or parents, aunts/uncles or an older sibling (but not a younger one) in your family to use the familiar given name (Jong-un, in this case).
Japanese, Taiwanese and (South) Korean people are the most familiar with Western conventions, and normally won’t take offense to people introducing them by their given names before their family names (a large percentage of Japanese introduce themselves that way when dealing with us barbarians, just to get it out of the way), and mainland China is coming around. But traditionalists would consider it an insult to ever use the given name in personal communications, or to use any variation other than his full name in a third-person reference like a news story. And ultra-conservative North Koreans would be the most-insulted of all. I might hypothesize that Billo knows this and does it to try to intentionally insult Kim, but if that were true he’d undoubtedly call him “Jong-un”. So, I’m going to fall back on my usual theory, that O’Reilly’s a clueless windbag.
