Hill Street Blues and NYPD Blue set standards other shows had to struggle to meet. Murder One was ahead of its time in terms of an evening drama with a season-long story arc, and Brooklyn South was ahead of its time in terms of how gritty a series could be. Of course one has to mention his part in creating the universe in which Peter Falk could wear a trenchcoat in LA and solve homicides. Even his flops were memorable in their badness (Cop Rock & Public Morals... I liked Public Morals). His later years, he seemed to have shrunken into the formula of so many cop and lawyer shows, often stating in interviews that broadcast TV would not dare attempt something groundbreaking like NYPD Blue in 2018.
I was in college when NYPD Blue premiered and one of my close friends was a conservative guy who had read all the publicity surrounding the show's violence and sex and language, and he was ready to write the network and advertisers to complain. I urged him to wait until the show was actually on the air, and invited him over to watch it. And that's what he did, and every Tuesday that year he'd come over to watch it, because he was hooked. Also worth noting the episode of Politically Correct when Chevy Chase lost it at Bochco, blaming his TV shows for the downfall of western civilization. It was unfair of Chase, and Bochco held it together for a long time before fighting back... regardless, it made for good TV. And Bochco liked good TV.
