I couldn't say how aware most are. Every so often Have I Got News For You,
the stalwart BBC satirical TV show mentions it, perhaps using a really bad
drawing to illustrate something. And a few years ago, one Member of
Parliament tried to get it overturned. The MP in question is Rupa Huq,
sister-in-law of TV satirist and writer Charlie Brooker (writer/creator of
Black Mirror). At the time, it was reconfirmed to be the law.

There is a question mark over whether the rule actually stands since
another law that makes clear that copyright is not being breached when it's
used for parody. The Open Rights Group (equivalent to the EFF) claims as
much:

They believe that UK broadcasters are just scared to test it.

What's interesting is that occassionally something slips through. The Daily
Show is still broadcast in the UK in the small hours, a day late, on Comedy
Central. I've seen them use clips for humorous effect. I suspect that some
junior person is doing compliance on it (remembering that mostly UK rules
are much more liberal than basic cable rules) and just doesn't know or has
forgotten.

Anyway, there are enough other things going on in the world for there to
have been basically no reaction to Oliver's piece.
