Some people/organizations believe that there is no point in communicating 
until they have all the answers, e.g, the Olympics organizers.

I believe they're wrong. It's okay to say "we don't have everything figured 
out yet, but we'll try to keep you updated."

Of course in this case, tt may just be that no one wanted to communicate 
less than great news.
