PG&E agrees to a $55mil settlement (paid to the involved counties, 
nonprofits and educational orgs) to end the Dixie and Kincade fire 
investigations (they would have ended up paying the state only a fraction 
of that had the prosecutions gone through)... they can not pass the 
liability on to customers... they also owe the state utility commission 
$125mil in a separate settlement over Kincade...
