As someone noted in the Twitter replies, this is the Canadian version of TV Guide (which had been spun off as a separate publication from the American magazine in 1977). Based on a quick search, Letterman didn't make it to the cover of American TV Guide until 1992, when he shared it with Dana Carvey for a cover story speculating on the future of late-night TV.
