Any sale of TikTok would not include its algorithm, and Musk has fired anyone at Twitter capable of creating such an algorithm. He could buy it, but he’d only be buying the name.
Honest question: Is Musk a US citizen? Only asking as he might not have the proper status to buy the US access to TikTok. Kevin M.
