The BBC os mostly on site in Italy, including commentary. That said, they use OBS commentary for things like the hockey where there's no British involvement.
On the other hand, Warner Brothers Discovery who have the majority of the European rights including the ability to show every event live (the BBC can only show a maximum of two events), are using London for their English language commentary and studio shows. They definitely have interviewers on location, but they're getting worse at putting commentary teams on site. See also most cycling including the Tour de France. That said, the BBC will be doing a lot of the World Cup from the UK this summer. I think the studio shows will come from here, perhaps with the exception of British teams. I think it'll change by the Quarter Finals. They've said that the spread of games with more nations than ever before makes it too costly. ITV, who share the rights, will be using New York for their studio shows.
