Log message:
  Website may now have ?use_css=<yes/no>, better for testing.  Much of
  config/default.php is now more generic.  All that's left structurally is
  writing convenience functions like box() to replace the kludges we use now
  and some minor tweaks to make non-CSS not look so silly.  After that we
  can actually fill the code with some real content.
