  added Draw_Alt_String (someone used it and it did not exist yet)
  added win32config.h
  made win32config.h be automatically included instead of config.h if HAVE_CONFIG_H is 
not defined and the detected compiler is Visual C++ (compile out of the box 
convenience)
  added back Sys_DebugLog (someone deleted it)
