Log message:
Added DEVEL_RELEASE and VERSION as soon in configure.in as it'd let me, I
know AM_INIT_AUTOMAKE does VERSION but it's easier to read this way. Also
added --enable-werror (defaults to $DEVEL_RELEASE) and --enable-bitchiness
(defaults to no..) The latter is not as bitchy as it could be, but it is
as bitchy as I wanna fight with at the moment.
