heh, it solves some problems I had, too.
Googling about, I find:
http://www.w3.org/TR/REC-html40/charset.html
which is confusing but probably correct, and
http://www.alanwood.net/unicode/htmlunicode.html
which says "use UTF-8".
Is everyone OK with that? I'll pass it up the chain to mechanize,
too...
