AFAIK 'volatile' is a means to tell the compiler not
to move the variable out of main memory (i.e. don't
push it to registers, etc.) - yes, that means don't
optimize the storage. This is used for variables that
are indirectly updated by h/w|s/w interrupts thereby
making these variable 'volatile' ;)  Thus while using
these variable in programs their values should always
be fetched from main memory and not from optimized
alternate storage.

Thus it is good idea to define the variable volatile
because the function signal_handler is getting called
via some interrupt.

P.S. Since I have never used this practically hence I
am not 100% sure. Let somebody who has worked at
systems level verify this.
