BTW, did you mention how much RAM do you have? Well, I donot know much about windows but few things I do on my 128MB Celeron 600 machine : 1) The page file size setting. Try setting it to default or recommanded settings. 2) Get rid of fancy animation/cool graphic effects. 3) Free some disk space if possible. Defrag it too. 4) Turn of virus scanning (not recommanded) depending on requirement.
What type of internet connection you are using? What antivirus software you are using? There are lots of sites available for WinXP performance tweak, check with google. The problem of performace tweaking is tricky and only trial and error can help.
