Not only is it enabled in Kerala but also in Bangalore and some parts of 
chennai too. this is in the testing phase .. so called .. and the
speed is said to be 144 kbps ! (that is the maximum download speed) !

and also, there is no news about hyderabad ! dont know what happened to AP govt.
