The only thing that comes to my mind is:

Split the 30GB payload into a RAR archive, so a file would get split into
.r00 .r01 etc. extensions...

Once the content is chopped up you can have it downloaded across multiple
connections, and put them together and unRAR the archives.

Obviously, this is dependent on you having control of the download location
+ content. If you describe the content/context a little more (single file?
many files?) then perhaps more options might arise.

Paying a service to download your data for you still requires the content to
be put on some media and sent to you. Depending on the sensitivity of this
content, that may or may not be wise.

For the Amazon cloud, there is a service that sends you a portable drive to
put terabytes of content on disk and have it physically transported to the
data center where it can be loaded much quicker. Nobody wants to wait around
for months to get 30-40TB into the cloud.
