Lets first untangle the "two" things that you are saying.

1. autoconnect setting in DataOne router

This one of the easiest ways to re-connect to the internet
while the electricity plays hide and seek. 

The alternative is to use a dialer on your machine. 
Use kppp or wvdial.

So, if your telephone line is noisy or there is some other
issues on the BSNL side, there is very little an OS can do to
speed up your internet access speed :)


2. Yast package install

Yast is one of the finest package managment tools out there in
Linux world. While a package download is in progress, there is
bandwidth being consumed. So, if you open a browser to access
the internet, you will experience a slow down, obviously.


My suggestion will be to look at this issue "OBJECTIVELY" by
collecting facts related to 
 . nameserver entry in /etc/resolv.conf
 . route information
 . services running 
 . package updater applet
 . mechanism of IP address assignment
