Seems to me that the weight of the yarn and the number of cards control the 
size of the cord.  The cord I did on 9 cards with 10/2perle cotton was small 
enough to fit through grommet holes.  For a tote strap I would use a thicker 
yarn and more cards.  A band woven in tablet weaving without turning it into a 
tube is extremely sturdy.
