Oh, I spoke too soon. All the ENOMEMs are coming out of os.fork, which I guess
means somehow process spawning got disabled? I am wondering if the buildslave
has lingering subprocesses hanging out and blowing its cgroup quota inside its
docker container (these are running inside docker, right?)
