Hi, The migration was done. You can now create issues and PR for twisted/twisted.
We will remove the templates for PR and Issues as part of https://github.com/twisted/twisted/pull/11562 In the near future, we will look at updating the documentation and redirection. If you want to help, you can hang out over IRC or send a message over this list.
