It's okay today. PyPi must have fixed something.
I would think that there would be a per-user setting for language choice, rather
than supporting multiple languages on the web site and picking one at random.
Maybe they choose based on some sort of geolocation of the user's IP address,
but if that's the case, it didn't work!
I couldn't find anywhere to report it to the PyPi people, except if it was a
security issue.
