Thanks for the quick replies.  I did get it to work on hover using this

but there was a strange experience in that clicking to activate still also 
works (as I had wanted) but doesn't disappear (expected behavior for click 
to activate menu).  So if I've clicked on one menu item to see the 
sub-menu, and then hover over another menu item nearby, the second 
hover-activated dropown sits on top of the click-activated dropdown.  If I 
get rid of the click to activate, then there is no way for mobile devices 
to see the sub-menus

In the end, I was swayed to nix the hover dropdown for the following 
reasons:

   - strange user experience with click- and hover- where 2 menu dropdowns 
   are open at the same time (noted above)
   - doesn't work on mobile - why limit yourself for the future?
   - (weakly) may be unexpected for some users.  often referred to as "make 
   the event explicit by requiring a click"
