At a guess because they're in same boat as us (a large school/sixth form), 
where analytics tell us at least 50% of all our web visitors are still 
visiting using IE6, and doing some cunning reasoning tells us that this is 
likely to be people with pirate copies of Windows who don't have legit 
access to updates, and have no reason to want to update (other than some 
websites pop up and inform them they're out of date). Whilst I share the 
same irritations as yourself with this, unfortunately the stats don't lie, 
and if your a public institution then you have to cater for all to best of 
abilities otherwise some muppet will claim you're being discriminatory 
towards them just because they choose not to upgrade, or (in cases of 
piracy etc limiting their options) can't afford to.
