Flash doesn't work on iPhones or iPads so I'd suggest don't use flash at all. Also depends how was the flash object was created. Some have fixed pixel widths and the surrounding website responsive or not won't make any difference if the dimensions are fixed. Almost everything made in flash can me done with css3, html5 & javascript.
But if you insist on using Flash ie: A Youtube or Vimeo video iFrame.
