Initializr (which will also let you build with Bootstrap or H5BP) is mobile first, as is Foundation 4 by Zurb, which I am rather expecting BS3 to be like.
As noted the devices least likely to support media queries are most likely not to have a lot of of computing power. So, if you are on an old browser that doesn't support them you get a simple but functional site. Beyond that, many CSS3 properties are more computationally expensive, than CSS2.1, (e.g. text shadows, :nth child psuedo-classes) so I'm guessing it may also be simplified in that sense.
