Sandbox or Development Environment

I am currently developing an application which makes use of the
Twitter API. But the problem is that in order to work on it I must
test and retest it quite regularly which seems to be maxing out my
hourly rate limit. Is there not some sort of way to get around this.
If I can only do 100 requests per hour then this app will take months
to finish.
