I'm not sure if this is an API issue, but you might want to start by
filing a bug here: http://code.google.com/p/twitter-api/issues/entry
I think Twitter should just make a form (so that people can apply) for
these special considerations, and just be a little stricter (compared
to how they are with removing a developer's limits) in handing them
out.
